The factor – Funding Models and Financial Incentives Supporting Collaboration – involves three elements:

  • Increased/sufficient allocation of financial resources for collaboration;
  • Alignment of funding models and incentives for public health and primary care collaboration;
  • Potential strategies of funding collaboration (e.g., secondments, incentives, fee codes).

Sustained and stable governmental funding at all levels is a key component needed to strengthen collaboration between public health and primary care. For the most part, the current public health and primary care sectors are funded through separate mechanisms.
